The current international political situation became the center of attention for many analysts because such aggravation of tension was not observed over the past two decades. Russia has become an unpredictable player in the world political arena. With annexing the Crimean peninsula, it has established a precedent of the arbitrariness and flagrant violation of the international agreements. This action has become the starting point of a new international policy of Russia, which today has assumed the destructive character with respect to the well-established international processes and systems. This issue has become a central question of the book "Russia and the New World Disorder" by Australian scientist and political expert Bobo Lo. The desire to understand the true causes and factors that influenced the complex nature of the contemporary Russian foreign policy and to develop recommendations for the benefit of all Russian society was the main leitmotif of this book.
The author develops the theme in three parts. Analysis of factors that exist within the country and determine the approach of Russia to the international activity becomes the focus of the first part of the book. Thus, Bobo Lo defines in the framework of which conditions and prerequisites the country's government develops its international policy. According to Lo, Russia has a strong but at the same time quite a specific connection between the foreign and domestic policy. The foreign policy is formed without taking into account the desires and aspirations of the groups within the country, but is determined by the state apparatus. Unlike other countries, in this case, the foreign policy of the state is used as an instrument of the influence on society, strengthening the government positions and conquering the opposition of the citizens.
The second part of the book concerns the issue of the external factors of influence on the formation of Russian international policy. The author calls the manner in which Russia perceives itself and correlates with other countries the main source of the problems. Another reason for difficulties in a healthy coexistence with other members of the international environment is a well-known preoccupation of the Russian political authorities with the likelihood of the potential threat from the Western countries. The image of the West Russia has created is of a dual nature. On the one hand, Russia sees it as the hotbed of the growing danger and aggression, thus exaggerating the strength and potential of the Western countries, and, on the other hand, it talks about their rapid fall and the inevitable collapse, none of which reflects the reality. The best option for the country to reach the new level and become a respected and influential international actor and partner is to start thinking rationally and perceive the rest of the world objectively.

In the third part of the book, Lo articulates its vision of the steps the implementation of which will help Russia to improve its position and to succeed in the field of international relations. The initial changes should be undertaking the reforms within the country. These reforms have to be aimed at the stabilization and improvement of the economic situation and the creation of the democratic society. The important step would be the formation of the new government apparatus system which would controlled and accountable to the people. As can be seen from current events, the reform of this kind does not coincide with the goals and interests of the Russian Federation authorities, so their implementation in the near future is unlikely.
This book may become a useful tool for understanding of the origin of Russian foreign policy difficulties, and why overcoming these difficulties is important not only for this country, but for the whole world, its global security and stability. The author provides food for thought about the issue, without imposing his personal opinions. The author chose a good way to uncover the problem of Russia's foreign policy, seeing it through the prism of analysis of both external and internal factors of influence which helps create a comprehensive picture.

Talking about disadvantages of this book, one may note the method that the author has chosen to describe the problem of disorder per se. The author chose the way of providing information which gives the readers excessive freedom in making conclusions, that is, after obtaining new information, the readers should conclude about the reasons of world disorder on their own. This method provides a picture of Lo’s vision of modern geopolitical events in the international arena but does not describe the current and the possible consequences of this disorder, and its nature and dimensions. Moreover, after the author makes the point that Russia has little potential for responding to the influence of some powerful forces, he does not disclose the subject completely and fails to say exactly what forces are being discussed. Making general assessment of the book, excessive softness of the author in relation to the object of his study should be noted. The ability of Russia to harm other countries secretly and openly remains quite undervalued.

The book of Bobo Lo, "Russia and the New World Disorder" is the new unbiased look at the situation that exists today in the international political arena and Russia's role in its further development. The author defines the main causes of the problems that Russia has today. Among them one should note Russian subjectivity in the way it perceives itself and the other countries, especially Western ones, meaning perception of the rest of the world as the potential source of threats. Finally, Russia keeps its imperial ambitions that affect its foreign policy decisions. Russia's role in the global disorder is significant because it is a big country with a strong financial, military and resource base, which can to some extent influence the international order.
